Separate campaign changes from destination changes
Paste the old link and proposed replacement. Compare the base path, fragment, added keys, removed keys, and changed values. Repeated query values are compared as ordered lists so a change to a second occurrence is not hidden.
If a creative variant changes from header_button to article_link, content should be the intended difference. A change to product variant or destination path may send the customer somewhere else and deserves separate review.
The comparison does not fetch either page or determine whether two URLs return equivalent content. It reports URL components, not server behavior.
